Appliance on 100-ton truck??

I'm curious as to what the bracket-like appliance is for on this L&N 100-ton hopper.   Some of the cars in this series manufactured by Bethlehem have them and some don't.  Some hoppers have them only on one truck.  Does not appear to be a snubber or shock absorber.

My guess is a lower bracket for a shock absorber style damper--not currently in use, of course.
