Lately I've been seeing lots of new build cars and freshly painted cars without COTS stencils entirely. Like, too many of them for it to be a coincidence.

Is there any kind of ICC rule or date requirement on what kind of panel a car has?

I wonder if there is some kind of “asterisk” involved with the quad panel COTS. You rarely see it on a prototype, even more rare to see it on a model (it was in one of the Microscale sets, and for years I assumed it was a printing error), and I’ve seen plenty of cars built circa 1982 that had the Tri panel fresh from the builder.

Not required to be applied after 2015 I believe...... Actually, it was in 2016 that the Consolidated panels were eliminated from new and repainted cars. Everything is in Umler, now, so no need to waste money stenciling as much data as before. I've seen repainted cars from as late as 2017 still getting consolidated panels applied, although not required.

What is Umler? Looked it up...learned a bit, still unsure the context re: not marking info on cars

I've seen repainted cars from as late as 2017 still getting consolidated panels applied, although not required. And yet they are still applied to some newly constructed cars. Today we moved a cut of several new TBOX cars built 12-18 (6730xx series) each with the three panel stencil.

All the CSX boxcar repaints (2016+) I've seen recently no longer have COTS stencils.

All the CSX boxcar repaints (2016+) I've seen recently no longer have COTS stencils. That's the latest chapter in the book of Precision Scheduled Railroading (TM). No need to waste time/money with maintenance and lubrication.

What about tank cars? Are there markings which indicate a time-line as well?
For example 1-800 number, yellow box with 1-800 number etc.

For example 1-800 number, yellow box with 1-800 number etc. Sure, tank cars are periodically pressure tested and therefore have a test date stenciled on the "right side" of the car. Also, many cars have interior linings or coatings which are also dated. The Chemtrec label showed up post 1980, but only on cars carrying hazmat, and does not seem to have been universally applied.
