I'm working on putting a decoder into an old Stewart locomotive, pre PCB board. I was looking for a way to mount the decoder, and while shopping for double sided tape, found Gorilla mounting putty. I put two pieces at each end of the motor, then pressed the Decoder Buddy PCB board into it, and was able to lift the entire locomotive up by the Decoder Buddy board. Of course it was only then I asked the question, will the putty conduct? I took a pad of the putty, and put 50VAC to, and there was no current flow. So far it looks promising.

I just use a dab of low temp hot glue. Does the trick for mounting decoders.
