I ran out of rattle can dull coat and found an unopened jar of it. After shaking it to mix what settled at bottom the jar is very milky looking and has a tinge of brown to it. Is this normal or ok to use thinned?

The dulling agent in Dull Coat is talc. It disappears when applied. If it is not thoroughly mixed in you will get some variety of gloss. The brown is more concerning. The talc should be white.

Agreed, Tamiya flat in spray cans is great, unless the Significant Other is as sensitive to odors as mine…

Agreed, Tamiya flat in spray cans is great, unless the Significant Other is as sensitive to odors as mine… Paint jobs get done outdoors lol and I haven’t been as happy with Dullcote in recent years. Glad to hear something is better.
