Looking at some pics and I still can't figure this out. The long corner handrails suggest phase I while the steps are longer and the footboards look more like phase II. Some also have an ECFAB behind the cab. Is there a defined phase to these or are they sort of a mix?

Pretty sure the stock Atlas GP40 is Phase I. You can change a few details to represent a later Phase II and III if your a kit basher. I have a few that I had STM models upgrade over the years. The Handrails are the only sticking point on mine.

If the link from Chessiefan is right it's phase 1.
On the original Atlas forum I asked for the 4700 series RI of course and the reply was it was a different phase from what they make.
