I have run into an issue where most of the photos posted on the forum have turned into just small blue question marks, has anyone run into this and know a fix?

Probably older postings from photo sites that have closed or stopped allowing hot links.

If it's really on most, the problem is on your end.
I see such place holders for maybe 1 percent of the photos on ARF. And those are on old posts, likely due to the photos no longer being hosted, dead links, etc.
Try a different browser.

Either dead links due to photobucket removing most of their hosted photos or your computer / ISP blocks imgur.
Some links may be to facebook images which only hot link for some period of time.
If you quote the thread and look at the BBCode tab, it should tell you what the image URL is.
