Depending on who paints them, yes they do. The railroad I'm at has 2 ex UP MP15ACs that the clear coat is majorly peeling on. Both were painted at North Little Rock in the early 90s.

I doubt locomotives have clear coat.
They most definitely do. Especially with the popularity of base coat/clear coat paint systems, the clear coat is absolutely required or the paint will fade very quickly. Even locomotives painted with a single stage urethane type paint typically receive a clear coat over that. - Nick O'Dell
