I have an Atlas Trainmaster with QSI sound and LEDs. I am replacing the QSI with Soundtrax Tsunami 2. I need to know if the LEDs on the light board have resistors or are the resistors on the DCC board. This is the 2004 model.

LED's cost about 25 cents.
The simple, straightforward, and absolutely reliable way to do this is to put an LED across your suspected power sources. It either lights, or blows. That answers your question, no matter what anyone here says. At the cost of 25 cents.
Admittedly not elegant. But it works.

you can just look at the light board and see if the resistors are on it? The model is right in front of you. I feel like you could answer your own question here.
Or get a multimeter and test the voltage at different points

you can just look at the light board and see if the resistors are on it? The board is likely covered with little square things, mostly black. How do you tell which is the appropriate one, considering it doesn't have to be right next to the output solder tab? And then there's the question: "If I can't find it, does that mean it's not there?" While a meter will likely answer the question, keep in mind that it could still read 12 or 14 volts, and have the appropriate resistor. And at a low voltage, you still MIGHT need to add a resistor.
