Digitrax decoder - problems?

Hi all,
I recently got a Kato AC4400 with Digitrax DCC/sound. My question is, is it normal for when the loco is stopped at speed step zero for the sounds to "shut down"? To start the sounds up again, I have to put it on speed step 1, but by that time, the loco is moving on speed step 1. I'm hoping that this problem can be fixed with a few CVs being programmed. What's everyone's thoughts on this?:/

I found this article in the digitrax website. www.digitrax.com/tsd/KB721/sound-from-sound-fx-decoder-shuts-down-on-non-digi/ I tried what it said, and the decoder won't program on my NCE system. Any ideas? I'm using a NCE powercab with the "Program on the main" option because I don't have a program track.
