Can I set it so two locomotives with loksound selects in them can be set so they do the horn and/or bell functions when they are the lead unit
I’m also wondering if I can I do this with tsunamis as well.

If using the same address, for consisting, map the non lead locomotive's horn to another button. If doing "regular" consisting, once the consist is setup with the throttle, then only the lead locomotive's horn should blow, when the horn button is pressed.

With ESU and NCE, the consist is created within the system. All I have to do is dial up the lead engine address and it controls movement and prime mover sound in all units in the consist, but lights / horn / bell / etc. are only active in the lead unit (the unit I have dialed up). If I want to reverse the consist, I just dial up the trailing unit (now the new lead unit) and all the functions for that unit only work.

I currently have a Digitrax DCS100, with the DT402 throttles. To put together a consist, bring your lead locomotive up on the right knob, make sure the locomotive direction is correct for the direction of travel. Next on the left throttle knob, put in the address of your second locomotive, make sure the directions match the position of the locomotive, then press the Y/+ button. It will ask if you want to add this to the consist, press the Y/+ button again. Add additional locomotives the same way, using the left throttle knob. To remove a locomotive from the consist, bring up its address on the left throttle, and press the N/- key, it will ask if you want to remove this address from the consist, and press the N/- again.
