Steve, we're gonna need some more details to be any kind of help: What kind of loco? Decoder plugged in, or hard-wired? If plugged in, to which kind of connector? What is indicating "over power"(?) - the decoder and lights or the command station
Without that information, you'll just get useless answers, if any.
I'd also recommend reposting this over in the DCC section, if it doesn't get moved by the moderator(s).

Steve,
I assume you are referring to the Red fault LED flashing ten times which indicates that the decoder is receiving too much input(track)voltage. For some reason it is sensing that the track voltage is over 22-27 volts. I would get a volt meter and check the track voltage to make sure it is within limits. If the voltage is OK then the decoder may be defective. I don't think knowing the loco or connector type etc, would be relevant.

The Ten or something is a big deal. Count the exact number of flashes and refer to the Diesel Sound Users Guide to find out what it means.

Your answer is correct for 10 flashes. He stated 10 or something. if it wasn't exactly 10 flashes it would be another fault.
