CV65 is a "kick Start" that helps get a motor moving at the start. Be sure to set this to 0 first. Then set CV2 to 0 as well and see what you get. That "should" get it to start slowly. That decoder does not have BEMF, so that is not a concern.
If the engine does not move out on speed step 1, gradually increase the value in CV65 until it will begin to move and maintain a steady crawl.
Mark.

Steve, any luck with your DA-SR. I have a bunch of these and find that with some units that if I adjust CV 116 & 117 I can get most troublesome locos to run pretty good at low speed. CV 116 Kick rate start at 1 (range 1-8 ) 1 being most often and CV 117 strength CV, higher the number the stronger the Kick, (range 0-50 ) with cv116 the lower the number the more often the kick. again set cv 2 to 0 cv 116 to 1 or 2 and cv 117 at a mid range number (10-20) and adjust up or down to get the loco to start moving, then adjust all three cv's to smooth things out. DA-SR manual should be online someplace pg 3 explains usage of these cv's.

Do you know what version you have? NCE DA-SR decoders were my standard decoder for a long time until my local dealer quit selling them.
