F3 vents

So on  F2/F3 of the appropriate phase, the 4 square "vents" between the porthole windows, do not show any louvers.  All I can make out in photos is a dark hole.
My question is are these "vents" actually openings into the car body with some sort of recessed screen/louver or something else?

Yes. They are very very dirty filters behind the openings. I saw the GM&O F3's a lot and they were never this clean. Plus the ones in the CNJ F's are probably a whole lot different then the ones used when the F's were new in the late 40's.

That first photo explains a photo of CRIP 49 I have that has what must be 2 clean filters and the rest are dirty.
