I tried messing with volumes but no fix. I figure I am missing something! The engine has plenty of volume but after it starts going there is no volume but the clanking! or if it sits nothing??? Can someone point me to a fix or some documentation to fix it? or is this just the way it is.

Are you familiar with the dynamics of steam locomotive sounds? They aren't like a diesel which has a constant motor sound, either at idle or notched up and moving.
A steam locomotive at rest may have the thump of the air pump or the whine of the dyno (generator) but is otherwise mostly quiet. When starting, the steam locomotive will have a 'chuffing' sound but once it reaches the desired speed it will become much quieter and the rod clank may be the predominant sound. TCS has gone to some effort to accurately mimic this in the WOW steam decoders.
Unfortunately most films (and YouTube videos) focus on steam locomotives working hard on starting or going upgrade. See if you can find some vintage film/videos of steam locomotives to get an idea of what sounds to expect.
