I'm going to guess that those big dark grey things under the car aren't weights to lower the CG for better cornering. I'm also going to guess that this thing will be useless when things hit the fan. For example: it's armored. Which means that the guys inside would have to be morons to come out the 2-3 doors against incoming fire. So they stay there. And do nothing. Except maybe radio for help. And THAT'S assuming the bad guys aren't in a bad mood. Actually, the right move is to run the thing empty, except maybe for some sensors. It LOOKS scary, which is something. They COULD have painted it in Navy camouflage: It probably WOULD work if the caboose fell in a river. Of course, that might not be the best time FOR it to work. Ed

That caboose has to be custom, it looks like the sides of some modern hopper cars, but I'm not sure.

Here the CN just stuck one of those vessels under a tarp and stuck it in the middle of a cut of auto racks. SW bound thru mid Michigan 2006.

Yeah, I can see how they might be concerned someone would steal that thing and make a dirty bomb. Just load it in a pickup when the train stops in a siding.
And cover it with a different colored tarp, so no one can recognize it.
