When did they start using netting on top of loose scrap loads in gondolas? Is this an industry-wide mandate or do only certain companies do this?

I haven't seen this locally on railroad equipment. Scrap crushed autos have netting on them on highway trucks.

To me, the reason to have netting on gons of scrap metal is to keep pieces of sheet metal from getting picked up by the wind, and dispersed to cause sadness here and there.
If you're not hauling sheet metal, I don't see the point.

I haven't seen netting used on scrap metal loads, but it's used frequently for C&D waste.
