Yes, passenger trains are difficult to make money with.
In Europe and elsewhere they heavily subsidize the passenger rail network with tax dollars. Either way, it's public transportation, which is not expected to earn a "profit".
In America, we heavily subsidize the interstates and NHS (national highway system) routes for the private trucking companies to profit from. If the trucking companies actually had to pay their own way, relative to the actual damage to pavement, air quality, etc. that they cause (which is not at all attributable to passenger cars), the trucking industry would not be doing so well, and the freight railroads would be doing much better than they are now.
Do not even attempt to argue truck registration fees being "higher". The vehicle registration fees are a joke relative to the actual impact of trucks on pavement (cars are statistically nearly insignificant in pavement design).

WP 257, As a professional civil engineer I can agree with you 100% on your comments on truck damage to highways and the ridiculously low fees they pay compared to the damage they do...
